Early Childhood Literacy / Mathematics Proficiency Plan

Three Way ISD — House Bill 3 Board-Adopted Goals

Required Public Posting

In accordance with Texas Education Code §11.185 & §39.053, House Bill 3 requires school districts to adopt and publicly post detailed, measurable long-term goals in three areas:

  1. Early Childhood Literacy
  2. Early Childhood Mathematics
  3. College, Career, and Military Readiness (CCMR)
     

These goals must include annual targets, progress monitoring, and disaggregation for all student groups.

Goal 1: Early Literacy (K–3)

Increase the percentage of 3rd grade students who score at or above the “Meets Grade Level” standard on STAAR Reading.

  • Progress and performance will be reported to the Board annually.
  • Data will be publicly posted each year after statewide accountability results are released.
  • Performance will be reviewed for all student groups, including:
    • African American, Hispanic, White, Asian
    • Economically disadvantaged
    • Students receiving special education services
    • English Learners
    • Other federally required subpopulation

Goal 2: Early Mathematics (K–3)

Increase the percentage of 3rd grade students who score at or above the “Meets Grade Level” standard on STAAR Math.

Annual progress will be reported to the Board of Trustees and publicly posted after accountability ratings are issued. Student group performance will be reviewed and reported as required by TEA.

 

Goal 3: College, Career, and Military Readiness (CCMR)
Increase the percentage of graduates meeting at least one state-approved CCMR indicator.

Acceptable indicators include SAT/ACT, TSIA, industry-based certifications, college dual credit, military enlistment, workforce readiness, and other state-approved measures. All CCMR data will be reviewed annually by the Board and posted alongside TEA accountability reports.


Progress Monitoring & Reporting (Required Posting)

  • The Board of Trustees will review progress toward all House Bill 3 goals at least once per year.
  • Annual performance reports will be made publicly available on the district website.
  • Results will be disaggregated by required student groups.
  • Resources, intervention plans, and updates will be shared as appropriate to support continuous improvement.
